I am trying to download the available dictionaries for GNU Aspell at
ftp://ftp.gnu.org/gnu/aspell/dict/0index.html, but I cannot get
421-Access denied - wrong user name or password
421 aborted
Can you please tell where of how I can obtain access the GNU Aspell
dictionaries?

I do not know why you got that message it works fine for me with Firefox
and Chrome. It could be your browser has trouble with ftp, if that is the
case than try this link:
http://ftp.gnu.org/gnu/aspell/dict/0index.html
